Titto Bluni for men at Royal Plaza has large sizes. You can even buy a suit jacket and pants in separate sizes.... Mid-priced and much better quality than the likes of Zara and Massimo..... Titto Bluni started off customizing shirts for the King of Spain and later branched out to develop an afforable range for the public.
Sometimes the sporting goods places have bigger stuff. For the suit - my husband went to Kashmir tailors near Jaidah flyover. Also, if you really get desperate, get an Aramex Shop and Ship Acct and go to oldnavy.com. They have a good Big and Tall selection of casual wear.

There's a shop in Hyatt Plaza cater for big size clothing. And there's one section in Debenhams (City Center). But this is only for women. I'm not sure for mens though..
