Apartment Maintenance

The paint is peeling in my apartment and drops to the floor in a fine powder; in addition to the recent dust problem in the region, this bothers my sinuses. The agent, as usual in Qatar, is all promises and no results. How much can labor cost just to apply paint? I've even offered to do it myself, provided the materials. What gov't agency can I file a complaint with?
