She sure can get an NOC if she resigned, if her company wants to give her one.

When she shows up at the hospital to deliver the baby they will ask her for her husbands ID. If she says she is not married they will call the police, who will then come and ask her who the father is. If she tell then you can look forward to moving back home. Your husbands only option is to marry her (if he is muslim, which I suspect he is).
