I want to know whether Asian Expatriate children are eligible for under graduate courses in Qatar University.

Yes. There are Asian expat students there from places like India, Pakistan, Bangladesh, and others. Non-Arabs are required to study some Arabic early on, but it doesn't seem to be a big deal.Apply and see what happens.
