is there anywhere to buy cute children's clothes inexpensively? something like old navy or target? i know the boutiques in the malls, what about department stores?

for the inexpendsive childrens clothes go to Sanaa city center and ras abu aboud.

lots of options... try sana, baby shop, lulu hyper and dept shop, city centre...etc...

Try Sana - City Centre or Ras Abu Abood St, Um Ghuwalina, or New Trade on B Ring. Both cheap enough for kids stuff that they'll trash or grow out of!
