It can pay to wander around in the various hypermarkets (Dasman, Safeer, Lulu, Carrefour, etc.) as you never know what kind of kitchen treasures may show up at very reasonable prices.
For kitchen knives, if you're just looking for good ones that you won't mind leaving behind, I like Prestige brand. If you're looking for really good knives - Henckels and other top quality brands are available at Tavola.
If you need cutlery, check out the "loose" ones available at Carrefour - that way you can buy as many as you need without buying more. I always found it irritating to have to buy 2 pks of 6 spoons for example when all I wanted were 8 spoons total. They're good quality steel and come in a variety of styles.
