Can anyone suggest a good place to buy an engagement ring? I was thinking that one of the Souks might be a good place - ideally I would like a piece of hand made silver maybe a diamond if its not too expensive!

Silver is not a good metal for an engagement ring, it will tarnish and wear. Gold (and platinum) are the only suitable metals. You can get a pretty ring with a tiny diamond in gold.

either buy one of the rack or make one from scratch.
