Why not introduce a 3 year car insurance and registration

Why not introduce a 3 year car insurance and 3 year registration, it will make sense since a car need to be 3 years old to be subject for a technical inspection. It saves time.
It's not mandatory anyway vehicle owner would have a choice of one year, two years up to 3 years.
