Do i need to bring my car for inspection for Istimara renewal,,its only my 2nd renewal,,permit is already expired last 30 june,,is there any charge for not renewing on time.

if it is a new car and just entering its 2nd time renewal then there is no need for car inspection, just take your new valid car insurance with you then go to city center basement (MOI satellite station) below carrefour and apply for a new one...
After expirary of registration there is one month grace period with out fine. Just made new insurance and go to police station for renewing registration of vehicle. Up to three years of new vehicle is not required for inspections.

if your permit have expired last month 30 then you have 1 month time with you form renewal without fine
