How do you settle traffic violations?

I've just checked the moi website and noticed that I have three traffic violations (all about loading vehicles in a dangerous way, which I'm sure I've never done, but hey ho)
Anyway, the point is that I need to settle these fines as I hear you're not allowed to leave the country without paying fines off first. (Is this true?)
I tried clicking on the settlement of violations button, but it took me to a page all in Arabic and I didn't see anywhere that led me to an English link. Can anyone help?
Can I pay online or do I have to go down to an office somewhere? If so, what are the opening hours?

You have been caught speeding. It's just a bad translation. Easiest way to pay is to go to City Center mall very bottom floor (below Carrefour) to the MOI kiosk. Take your license with you and your car registration. Simply hand it to the nice guy and he will tell you how much you owe (depends on how much over the speed limit you were going) and then hand him your credit card and pay. DONE. They usually open around 9am and it's best to go in the morning.
You will get the points at the time of fine settlement. The lady behind the counter will ask you for the driver's license and award you the points.
The points are not given to the vehicle owner, it is the driver at the time of violation earns these points.
You get points for speeding only if you are a certain amount over the speed limit. So you are consistently going only a few kilometers over!
Along with the Nachu's reply, if you want to be more sure, then ask for a video evidence from the officer there.

"loading vehicles in a dangerous way" normally shows in the site when you are caught for "over speed" ..so these fines are for over speed. even one of my friend got the same recently.
You can settle fine online through below link (in english) but you have to go traffic dept to pay the fine if you have black point also along with fine.
