How do you find out if a car still has an owner!?

I have seen a classic car near some garages in Gharrafa that looks like it has been there for some time. I would like to find the owner and do a deal to buy the car. How do I find out the history of the car - has the owner left the country, does it still have registration, etc. Also, if the car has been abandoned is it easy to take ownership if the original owner is not available for transfer.
Detailed answers only please (not go to Traffic Dept at Madinat Khalifa!)

actually the police is right,why not spend your money to a brand new car rather to old classic car that you have seen. if still you want a classic car,then you can go to industrial area.you can find lots of car there. they are seeling it as 2nd hand. there are lots of model to choose from.

write down the plate number of the car and go to traffic department,from them you will know the owner of that car and also the contact number by giving them the plate number. you can ask also if that car has a valid registration or a pending case against that car.

i already tried that. i even took a picture of the car with the plate number on but the police will just ignore you and they will tell you like "why you will spend your money on the old car?"

tried it so many times....

Check with the traffic department, they can tell you.
