visa expired but 'valid to use' issue

I worked for an employer in qatar for 3 months on Work Visit Visa. But as my employer was out of quota for work visa hence was not interested in giving Resident permits to any new employees. Hence my visa was not stamped and I was not asked to go for any medical or finger printing.

As I had to leave qatar after 3 months, I left and I didn't go back. Now after my departure my ex employer again reissued a work entry visit visa on July 2014. But I didn't travel on that occasion. And my visa got expired on Oct 2014, when I checked it on moi.gov.qa

Now I got a new job offer but my new employer couldn't able to process the visa as they are saying it is not yet removed from the system. Hence I am being told to either get a noc or request my ex employer to remove my visa from the immigration system. Which my new employer is reluctant to do.

Kindly help as to when it can get removed as it says visa expired but valid to use.
