Recently I joined in a company, signed job offer letter but Medical & Finger( Visa not stamped)pending, later got a another better job offer. CAn I join there with out my previous employer's NOc? Kindly advice.

If your process is still pending with immigration, then give a request to stop that transfer and initiate a new request through new employer to change sponsorship. If that process is complete then before completing 1 year cannot join anywhere.

You current work visa would be lodged in the system with immigration so I'm not a 100% sure but I think you may have problems.
Plus you don't sound a very honourable man. Jumping ship after signing an offer and being mobilised to Qatar.
IF the current employer does not give NOC i'm afraid there is nothing you can do.
Yess, There is no issue you just inform your current company and jump to another...there is no problem at all.
