tourist visa to family visit visa

good day everyone!
i would like to ask is it possible to get tourist visa first and when i arrive there process a transfer to family visit visa?
i read in moi website that first and second degree relatives can extend family visit visa upto 6 months while other relatives can extend upto 3 months.
is cousin can be calssified as other relatives?

therefore...its considered as other relatives!!...but do you have a family visa?....if no...then everything else is impossible

can i apply family visa as other relatives??

i cant fully underatand the details in moi.

its written other relatives can extend upto 3 months.
