Qatar visit visa from UAE on visit visa?

Can anyone on visit visa of UAE ,can visit Qatar. i.e being in UAE can he obtain the visit visa of Qatar or he has to obtain the visa from the home country.

If you can answer that whether the Qatar Work visas opened for Pakistan's?

My friend came from qatar but the companies didnt hier him due to being Pakistani although he was selected for the job.

What is the reason that they cannot give work visas to Pakistanies?

Lastly I heared that recently it has opened. Is that true?

Your visa has to come from your port of origin which is from Pakistan, unless you hold the following passport, then visa are issue upon arrival.
