Hi, It is called PCC (Police Clearance Certificate). Mostly, every Embassy is supposed to issue PCC for their citizens especially when they are residing outside their native country. It is just procedure being adopted to check out of their citizens if blacklisted or involved in any criminal cases.
In my case, I took PCC from Indian Embassy in 2009 and there was absolutely no problem at all. They asked me to bring Original Passport, 2 Nos. Photographs and filling of an application. Of course there was a fees of QR. 75/-. It might take a day or two to issue the PCC depending upon particular Embassy work load and rules & regulations.
