What I "heard" is anyone who doesn't posses a professional title (such as Engineer, Accountant, Doctor, Manager, etc.) on their QID will not be allowed to get driving license anymore. As per the housewives, as long as they are sponsored by the husband, they will be able to get, otherwise, no. They said that this is to avoid private taxis to roam around Doha.
