Tell your friend to ask his employer's consent first then follow the procedures. But it is not easy as you think. Nowadays a lot of applications has been rejected according to their nationalities. There is a qouta for the issuance of visa for every nationality. And to think that your nationality is a majority of the expatriates here is not a good sign that the application will be approved. Anyway there's no harm in trying but don't expect too much.
