Hand it over to Indian Embassy or Indian cultural center, thats the best thing to do.

Please inform it in new capital police near crazy signal so that if anybody filed the case regarding the subject they can easily handover to the right person. If their is RP inside Passport then it may be helpful to find out the company and if sticker of the company with passport you may directly contact to them.
