sure, the new born to either American Parent is entiteld to get a citezinship. all u need the is the birth certificate of the new born. take it and go the US Embassy and u should have no roblem what soever.

You need to get a report of birth abraod from American Embassy and get a passport for the baby. It is all done with one visit to consular section.
Yes, the baby will be considered American. Depending on where the baby is born the baby can sometimes be granted dual-citizenship, but this is fairly rare from my understanding.
