You have to get them attested by Your University VC and then by your State External affairs and then by Central Government External Affairs and then finally by Qatar Embassy in your country to apply for work visa for Qatar.
After you reach here in Qatar on Work visa, you have to get the certificates attested by Ministry of Foreign Affairs Qatar to apply for Residence Permit.
