Hi, just got my TOR and marriage contract attested by Philippine embassy, I just gave them my documents (forgot which window but its the right window facing them, and the other one its cashier), no other documents was asked from me, after I paid I was told to come back on Sunday since I went there on Thursday at around 2 PM. After they stamp on it, they will tell you to go to MOFA (Ministry Of Foreign Affairs), it is just near to our embassy, I just took a car lift from outside, they know already the area/location of MOFA. there is a pickup/dropping point from there and you will ride a bus going inside these embassy (don't know if you can take your own car inside). From MOFA, you will have to get number and wait for your turn, you will just give your documents attested by our embassy and if there is no problem from your documents you can get it right away and they will stamp it also(MOFA Sticker)and you will pay Qr20, HTH
