to what i know based on the experience of my wife and friends, this "paper visa" is given to those who were hired but dont have medical and fingerprinting done yet. this is a 3- month- validity visa. during these 3 months, you must undergo medical, and if you pass the medical, you go for fingerprinting, after which you just wait for your ID (RP) to be released. the RP (Pataqa) is valid for 1year and it is renewable yearly.
