Abdul Kalam Azad the rocket scientis and ex president was headed a team to design a Hovercraft... they had many problems as at that time there was not many designs available and they had to do what was available...

Finally they designed a Version 1 and it had minor problems. But Kalam was elated... but then he got orders to shelve the programme as the Military were buying hovercrafts from abroad (obviously after getting commission) which was almost double the cost. After this incident he was really dejected.

This is true in all projects in India. Things happen only if a Very Big Local company like Reliance, Tata, Birla come forward and do something that will profit them and pay bribe...
