Dear the attestation from embassy will not be accepted by the Ministry of Foriegn Affairs( Qatar). You first need to get it attested from Mumbai or Delhi( if you are an indian ). The procedure is like this
1) Firstly get it attasted from State ( HRD).
2) After HRD get it attested from Mumbai,delhi.
3) after finishing these work can be attested from Qatar( MOFA Office)which is located at C Ring road as mnetioned above.
