Thanks everyone for your replies. Should i contact pakistan embassy first and ask them whether they need to attest the certificate and if they say yes then i will get it attested from them otherwise should i take the certificate directly to Foreign Affairs as they can verify the signature or stamp of qatar consulate in pakistan.

The ministry of foreign affairs of pakistan has already attested the certificate in pakistan so i cannot see whether pakistan embassy attestation will make any difference to the document.

What do you guys suggest.
