What are you trying to explain. After going thru ur marathon message all i can say is you are raising a false alarm out of your lack of knowledge about the traffic law of this country. I have rented a car from Hertz numerous times and by far have found the staff to be most reliable and helpful out of the available rental companies here.
You seem to be of the impression that you will happily drive and damage the rental company cars and they must absorb all the repair cost and insurance fees because your company rents more than one vehicle from them. Huh give me a break....
You mentioned they have charged you for $650 for the accident. Are you sure they charged you $650. My experience says Hertz insurance terms are pretty much pre-defined wherein they consider QR 500/- for accident when it is your fault mentioned on the police report and if you are unable to receive the police report then they consider another QR 150/- to receive the the police report on your behalf and i believe that is the minimum a rental company will charge you in event of an accident. I guess you have completely misunderstood the transaction. Try calling the other rental companies and you will know what Hertz has NOT charged you. Do you mean to say you made signature without reading and understanding the rental terms & conditions before entering in to an agreement.
