If the objective is to Qatarise all senior positions there are problems in achieving that objective.
The early batches of qualified Qataris who showed a willingness to work were promoted and are now in very senior positions.
Subsequent batches of Qataris who may be better qualified than the earlier batches are unable to achieve the very senior positions because they are already filled by Qataris.
This eventually ripples down and subsequent batches find themselves with access only to the more junior positions available even though they are better qualified.
Some Qataris, and these are very very few, have moved out to companies with a presence in Qatar and have themselves become expatriates.
Where is the incentive for them to achieve their potential?
