I misunderstood that you were referring to double payments in your OP. It appeared to me you were referring to the AMOUNT of the payment. I think it is in line with what one would expect. You USED to own in South Beach and that was half of this amount? Well I would say that costs have risen dramatically here in Doha and the cost of living here wouldn't compare to Miami.
I live on the Pearl and while I am not interested in the water taxi, I use the boardwalk all the time. It's already far enough along in its completion and new shops and restaurants open every day.
You got in on the ground floor of what you expected to be a great investment because of the ridiculous rents buyers were told they would get, but at the prices the original buyers bought in for, most people would have told you that was a risky investment (especially cause it is here in Qatar and you don't have the boost of being an actual citizen with some legal power). Sorry it worked out that way for you. I rent here and am benefitting from my landlord's investment and the fact that things haven't panned out for him like it was promoted. I am quite happy here :)
