I'm not sure what the cultural background to all this is or what is was for the kid throwing the stone or even the context ... but generally dogs are seen as unclean in Islam. Why they allow pets to come here in teh first place is unknown or why there are not more clearer guidelines as to what owners can do is up to the locals.

The point is that you're perspective is different to the others.
