Car seats did not become widely used in the US until (1) it was law (2) the laws were **enforced** (3) it became "shameful" to not use a car seat and (4)a massive PR campaign was launched.
Many hospitals in the US also give a car seat for free when baby is born - and I'm pretty sure that none of them will allow you to go home with the baby unless you have a properly-installed car seat in your vehicle. . .and you put the baby in it!
When you combine all of that it works
It breaks my heart to see all the kids bouncing around the car.. .and babes in arms. There are mere missiles should the car have an accident :(
