The concept of Individual Freedom is a philosophical construct that undermines the the natural inclination of members of a society to cooperate in a group by leveraging the strengths and weaknesses of different individuals for the greater benefit of the society in general.

In reality it does not exist and can never exist because for one to be truly free one must never be subject to any types of restraint in their speech or actions. If a person or persons are free to do and say whatever they like whenever they like then chaos would ensue and thus the society in general will be harmed. This is why we ALWAYS find laws/rules in every society. So individual freedom is not achievable except in relative degrees from one society to the next. In other words we may say that members of society A are more free to act and say how they want than the members living in society B. So it becomes just a matter of cultural tastes and tolerances. However this does not make one society inherently better than another.
