As I see it, saying something about the aggressors does not matter here, as if the idea is to find a resolution then the issue has to be handed over to the concerned authorities who can fix him and his likes which incidentally is the Police only.
Further allow me to say, have you been to the police on any earlier occasion and did they just brushed aside/ignored your plea Y/N.
I personally think it would be too early and perhaps not polite to just go and blame the country by saying (if this was a country where Rule of Law applied)
I would still say that the chances are more that the offender will/shall be taken to task if you will go to the police station. Again the report has to be from the victim as the victim is the witness of the situation, time, venue etc.
So again I will stress on reporting/registering the incident to the traffic police and once they get the plate number they will witness the list of traffic crimes/violations done and your case will be stronger.

My idea is not to reply tit for tat or offend you, but encourage you to take an action for your sake and for the sake of all others on the road.
