I very much doubt they will tax individuals. I believe that companies undertaking short term work in Qatar have for some years been taxed on their fees unless it was written into the contract that tax was not to be paid.
Saudi tried to impose personal income tax on workers many years ago.
The law was introduced on Christmas Eve and by Boxing Day it had been revoked.
