ELS = Employee Level Staff.
As exiledsaint said, they do on occasions promote from ELS to SS but usually only if it's a genuine promotion. It's highly unlikely that the job would be upgraded from ELS to SS on the basis of job evaluation.
In my 15 years involvement, I only recollect one job ever being evaluated from ELS to SS and that was a fight and a half.
