flanostu, obviously you have never gone trekking. The river ganga orginates from the Himalayan ranges (Try goggle earth). One cannot imagine making public toilets in these ranges especially Higher and Middle Himalayas for obvious reasons - land slides and earthquakes. So the trekkers/tourists who trek and poop in the mountains may end up near ganges for cleaning and the chances of their faecal matter entering the river increases. Rest assured every Indian house has a toilet in it.
BTW, when one gets old they tend to marinate in their own poop and pee in case they have no one tending to them. So please learn to accept life and its filth.
