to answer your questions, the islamic marriage ceromony can take place anywhere, its requirements are the proposal and agreement the man, the acceptance by the girl and her wali (guardian or his representative), the payment of the mahr (be it a ring or otherwise) and the witnessing of all of the above by two witnesses.

getting it registered is important, but in the eyes of Allah the nikkah is what makes you man and wife, not the registration.

as for the brides presence, it isnt required but helps a lot, her representative should be there though and if she isnt then the two witnesses have to travel with him to see her and make sure she has accepted and not been forced.

there are other add on bits that make it nicer and are from the sunnah, but what i have described is the strictest parts needed to make the nikkah valid.
