I would say it's not very good for a project manager position, but if you are happy with it that's OK.
You should make absolutely sure exactly which allowances are included in the 25K, also if school fees are paid by the company and what type of accomodation is provided. As a PM you should rank a compound or stand alone villa.
Contracts are usually signed in Qatar, so make sure the contract terms are crystal clear before you get here.
