Ask the employer for NOC,if they dont want to give, No problem then she have to resign then exit Qatar and the very next day you can apply for a Family visit visa.
After getting the family visit visa she can reenter Qatar then apply Labor department to transfer this family visit to Residents permit without NOC from the previous employer.
