these are the steps;

1. get it notarised by a public notary in Australia, if you can't go back, get someone to do it and send it over.
2. get it attested by the Australian Department of Foreign Affairs, again, if you can't go back, get someone to do it and send it over.
3. In Qatar get it attested by the British Embassy. No joke.
4. Then finally by the Qatar Ministry of Interior.
