Surely there are perverts everywhere, but as kakashi said it's the frequency. In other places we maybe met with some idiot once per half year, while here twice a minute if you dare to walk outside. And it shouldn't be a big something to go to the grocery or laundry 1-200m away. And still it is.

And police? They are just for decoration here. :)
