If you have a photocopy of the Work Permit on your old passport, you can send the same with a copy of your new passport to your sponsor (employer) and he can then follow up with legal departments to get your permit transferred to the new passport. On coming back to Qatar, you can get the new printed permit pasted in your new passport.
