I've had 2 babies in Doha and if you live in Doha you already know that paperwork here is such an ordeal anyway :) I went to Doha Clinic both times, but this time I was disappointed so I think I would go to Al Ahli if I did it again. You get quite the royal treatment there. Much cheaper than going to most other countries I think. She is welcome to send me a message if she has any specific questions... I think most expat women chose to stay here to have babies now, very few bother to go back home (unless, of course, they are unmarried since it is illegal to have a baby in Qatar if unmarried)
