"State of Qatar" or "Dawlat Qaṭar" (in Arabic) is the the actual name of Qatar as per its Constitution..just like "People Republic of China", "Kingdom of Saudi Arabia", "Republic of India", "Islamic Republic of Iran", "Islamic Republic of Pakistan" etc.
