I will be case specific here and consider Rahul Gandhi's case. In my knowledge he is the leader of Youth Congress and this can be done by members of congress party(the ruling party at the moment)voting for him internally. Thereafter to become the party leader he has to go through elections where public will vote him. This is to clear any confusion I have created in earlier post.
