There is also an agency that gets it done for the people in the evening at Indian Cultural Center for slightly extra fees (5-10 Riyals something). I believe they are open from 4 to 8 p.m and take 4-5 working days to get it done. No police clearance certificate required for renewing passport unless some unusual circumstance. Just a new photograph with white background, fill the form pay the fees and leave the passport with them.
