It is a fact that expatriates outnumber citizens in GCC countries. But thats because they need people for the development of their country. Still, its a dilemma for them how to preserve their cultural identity, because of the overwhelming number of foreigners in their countries who do things according to their culture !
So whats the solution ? Rotating expats every six years ? How will that help ? Maybe bring only Americans for the first six years, on the seventh year, pack 'em off and bring in Chinese for the next six years - like that ? I don't understand how that will help preserve the culture of these countries.
