Your brother must find a new sponsor who has got a Visa for your nationality Approved and ready in his hand for recruitment. Then only the new sponsor can get your brother on his sponsor. Otherwise, the current sponsor must stamp a residence permit on your brother's passport at least for one year then after one year he can change his sponsor to a new sponspor.
