I really have no idea about it but I can advise you, try to contact the IIEE national office, by email or by fax. I am sure you know the website of IIEE national.

Tell them your intention of joining the IIEE Qatar Chapter (if there is), so ask them the contact person here at Qatar for IIEE.

They will surely answer your queries.
