Your question is not clear. However, if he is still holding a RP of Qatar, he can not come here on Business or Hotel visa .. in fact no visa will be issued. If his RP is no longer valid then he can arrive here on Business or Hotel visa (on condition that there is no ban on his passport in immigration imposed by his previous employeer). In that case he can arrive here on Business or Hotel visa but he can not have another/new RP till two years is over from the date of his last exit.
